Who We Are
Founded and led by Richard Higgins, AIA, Cart AP+D has nearly 25 years of experience facilitating and supporting the collaborative capital planning efforts of Oregon municipalities and school districts. I have organized client planning efforts, assessed existing buildings, and facilitated all aspects of the capital planning process with tools and systems that are easily adapted to the unique needs of clients, communities and organizations.

Cart AP+D was created to collaboratively assist groups, communities and organizations find common ground and solutions to capital improvements - renovating, adding or replacing existing facilities. Cart AP+D believes the decision process should be insightful, practical and most of all applicable to the mission or vision of an organization.
Cart AP+D has organized, assessed existing facilities, and scheduled all aspects of the planning process; consequently, we have developed tools and systems that are easily adapted to the unique needs of individual groups, communities and organizations. The interactive process of options and alternatives is supported with drawings, concepts and visual images. Everybody wants to know what the collaborative solution could look like.
Our name, “Cart” is derived from the English translation of the french word “charrette”. The word “charrette” is frequently Anglicized and called a “design charrette”, which is an intense period for design or planning activity. An English language dictionary meaning of the word “charrette” references a collaborative planning process involving multi-stakeholders and invested parties to create shared vision.
